Abstract
The paper indicates that an early equitable allocation of the water resources of historical Palestine will offer promise to the Palestinians. It will serve as a first step and set a precedent for solving the water disputes of the greater Middle East. The risks associated with continuing inaction and gross inequality for most Jordan Basin riparians are armed conflict and worse.
